PC to PC file transfer My 12.3 and friends WS-FTP LE 12

I bought 12.3, and missed the opportunity to get or understand help. I think my option for help has expired. One thing I want to be able to do in my lifetime is FTP files to or from a friend's computer. I have a few FTP storage sites and know enough how to use this software. However I apparently just can't understand how to use it to simply transfer files to or from a friend's computer. Is it possible for anyone to explain this to me? Pretend I am a moron. I'm tired of uploading files for someone to download, I just want to transfer the file directly to them. I see the WS-FTP LE 12 available. This interests me and I can convince friends to install it. Sorry to ask here for such help, but I have worn out my eyeballs in the last 5 years trying to get this figured out. Please understand I apparently can't figure this out from years of trying, so if you can instruct me the simpler the better.

In the past a PC to PC was only possible if one of the PCs had FTP server software installed, a direct transferr was not possible.

If that was in the past, then what about now? I almost installed FTP server software, but just went back to using TeamViewer. I'm the only one who need an account with software running and it works well. I can drag and drop if the client runs the temp software. Thank you much for the reply, but I still wonder what about now. Is there a way to do it now without FTP server software installed? I don't mind attending the transfer. I just believe that FTP is often faster than other work-around methods such as TeamViewer.

A direct PC to PC transfer in not possible, as of now, as far as I can tell.
