Transfers are totally block

On an Windows XP computer, I cannot make any file tranfers to FTP sites on Yahoo. I tried Filezilla, Classic FTP and Internet Explorer as my clients. At times I can log into the sites, but I can never transfer a file. It tries 3x and then fails. I have disabled all firewalls. I have unistalled McAfee anti-virus software. I cannot see anything else blocking the connection. I have pinged the sites via my internet provider and the test works. I have tested the connection via Filezilla Wizard and it establishes communication. However, files will not transfer, and sometimes it looks like it connected, but none of the files on the site show. Consequently, I am NOT connected. On occasion a file will transfer to another site where I have to us a VPN connection. However, the entire file does not always transfer (meaning it ends up at the site with a name but file size of 0kb. It's like the connection dropped. I did notice when I was connected to Yahoo or it looked like I was connected, it said it was having difficulty changing directories. I am so stumped. The computer is totally useless to me. I connected a laptop to the Internet at that location and everything worked, so there has to be something hidden on his computer that is blocking transfers via FTP. Do you brains out there in virtual land have any ideas what is going wrong. Out of 12 employees, this is the first time this has ever happened. Thank you in advance.
